Harry asks whether the scene he is in is real or in his head.

What it means

Dumbledore refuses the dichotomy inside the question rather than answering it. Yes, it is in your head. No, that does not settle whether it is real.

The line works because it is said at the one moment in the series where the reader shares the doubt exactly.
